    the natural disaster occured at attabad has three major devastating phases:
    1. the immediate loss of human lives at village of attabad.
    2. the submerging of upstream village Nazimabad shishkat into the lake
    and
    3. the third and the very most threatened outburst of the lake could wipe out all the villages downstream form hunza to Gilgit

    for the above mentioned phases, Government of pakistan totally failed to take any concrete steps to manage this natural disaster.
