Since the elected assembly along with a council is functional it should do the consensus in the house where all the segments, sections and groups are well represented.

You have well elaborated the issue Raees and Izhar sahib! All GBians want a polluted free system where they should be protected socially, politically, religiously and ethnically. Any govt. regardless of parties adopting the basic principles of good governance can reduce the frustration of a common man and brings reform in the society. To having constitutional part of pakistan or not is not the subject of a common man. He or she expects with any set up of Government to reflect the welfare and well being of his people.

Thank you Baigal sb for putting our choices in such start terms.
The way out of this confusion in my opnion is to develop a minimalist agenga that all shades of public opinion can agree on. This can then be developed into a “Charter for GB”.

The key elements of this minimum agenda could include the following:

1 Renouncing all forms of sectarian, social and political violence
2 Lateral integration of all communities living in GB cultural ties and development of a shared identity, united against external influences and munipulations
3 Development of strategic resources of GB, such as human capital, hydropwer, minerals and tourism, in an equitable manner
4 Zero tolerane for curruption and respect for law
5 A responsive and democratic local government system, based on a blend of traditional values and modern governanace principles.
