The Aga Khan Foundation (Pakistan) [AKF(P)] is seeking high calibre professional for the following position to be based in Gilgit:
COSTING CONSULTANT – EDIP
The incumbent will play a key role within the Education portfolio of AKF(P) and his/her Main duties & responsibilities will be as follows:
Main Duties & Responsibilities:
A. Background
The Department of Education (DoE) GB formulated the Gilgit-Baltistan Education Strategy (GBES) in 2008, in consultation with and input from key stakeholders and education experts in Gilgit-Baltistan. The document needs to be costed prior to its formal approval. AKF(P) is looking for professionals with the relevant experience/qualifications in the regard.
B. Objective
The main objective of this consultancy assignment is to facilitate the operationalization of GBES through cost modeling, budget and financial analysis and development of budgets and cost details supporting the G-BES operationalization process and select fiscal reform.
C. Scope of Work
The Costing Consultant (hereafter referred to as Consultant) will act as a technical resource and documentation person for the functioning of the Working Group. Consultant will be responsible to:
- Analyze and revise costing and budgeting aspects of the G-BES costing framework and related fiscal.
- reform as applicable.
- Develop a mid term (3 year) budgetary/costing framework.
- Develop a costing framework supporting G-BES until 2025.
- Other related deliverables identified and specified periodically upon the deliberations of the working.
D. Reporting
Consultant will report in-region to the Chair of the Working Group or his/her representative. S/he is also expected to seek guidance from and periodically update Director Education and Project Manager EDIP, AKF (P).
E. Duration of the Consultancy
The duration of this Consultancy is one year (from time of joining) with the possibility of an extension until June 2015.
F. Travel and Accommodation
All logistics and travel cost related to this assignment outside Gilgit Town shall be borne by the Project.
Required Qualifications:
The incumbent should have a Masters in Accounting (or equivalent) or MBA Finance with 3 to 5 years of relevant experience. Candidates with good written & spoken English, excellent interpersonal skills & knowledge of MS Office, flexibility to travel and ability to work in a diversified team environment.
