The Bar has proposed to make the 2009 Governance Order into an \u201cAct\u201d of the Parliament, \u201cafter amendments\u201d. The governance systems of Indian-Occupied Jammu &amp; Kashmir has been declared as \u201cmost suitable and viable\u201d for the Gilgit-Baltistan region by the Bar.<\/p>\n<p style=\"text-align: justify;\">&#8221;\u00a0&#8230;.\u00a0political governing system\u00a0 in Indian Occupied Jammu Kashmir prevailing\u00a0 since 1948 &amp; 1957 \u00a0is \u00a0most suitable and viable \u00a0in this regard as the same will \u00a0not only cater strategical interest of Pakistan \u00a0in this region \u00a0but also\u00a0 redress\u00a0\u00a0 the prolonged sense of deprivation of people of GB \u00a0as well \u00a0with out harming\u00a0 principal stand of Pakistan on Kashmir Issue&#8221;, the proposal reads.<\/p>\n<p>Other recommendations made by the Bar, verbatim, are;<\/p>\n<ol style=\"text-align: justify;\">\n<li>Declaring the next coming general elections in GB for holding \u201cConstituent Assembly\u201d\u00a0 and thereafter to\u00a0 draft, table and pass\u00a0\u00a0\u00a0 Constitution of GB accordingly<\/li>\n<\/ol>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li>Making amendment in Constitution of Pakistan\u00a0 by the Pakistani Parliament giving\u00a0 the GB \u00a0\u00a0a \u201cSpecial Status\u201d\u00a0 &amp; representation\u00a0 in the constitutional institutions of Federation \u201cprovisionally\u201d.<\/li>\n<\/ol>\n<p style=\"text-align: justify;\">The remaining proposals have been divided into three categories, namely Legislative, Judicial and Administrative. The same are being posted below for public information.<\/p>\n<p style=\"text-align: justify;\"><strong>Legislative Measures:<\/strong><\/p>\n<ul>\n<li><strong>\u00a0<\/strong>Powers to make amendment in the Act\/Order be given to GB Legislative Assembly.<\/li>\n<li>A provision in the Act\/Order be inserted declaring the forth coming elections in Gilgit Baltistan \u00a0for a Constituent Assembly.<\/li>\n<li>The GB Legislative Assembly be upgraded as GB Assembly<\/li>\n<li>The local representation in the Gilgit Baltistan Council must be \u00a0\u00a0100% as prevails in Indian Occupied J &amp; K Council .<\/li>\n<li>The Role and Status of GB Council should be brought at par with the Senate having headquarters at Gilgit as done in occupied J &amp; K.<\/li>\n<li>The main revenue generating subjects of Minerals, Forest, Hydro power and Tourism must \u00a0etc. be under the domain of GB Assembly.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Judicial Measures:<br \/>\n<\/strong><\/p>\n<ul>\n<li>The nomenclature of the Present Apex\u00a0 Courts \u00a0&amp; judges in Gilgit Baltistan be changed into GB Supreme Court &amp; GB High Court and the Chief Justice &amp; Justice accordingly<\/li>\n<li>The number of Judges in GB \u00a0\u00a0Supreme Appellate Court should be 05 and in GB High Court should be 07<\/li>\n<li>The system of appointment of judges in the Apex Courts must be brought at par with the system prevailing in Pakistan or \u00a0\u00a0AJK with a mandatory provision to get meaning full consultation of\u00a0 the concerned Chief\u00a0 Justice before making any appointment by the Executive.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Administrative Measures:<br \/>\n<\/strong><\/p>\n<ul>\n<li>The Fifth Schedule of Governance Order 2009 heading Vacancy Sharing Formula be thrown away.<\/li>\n<li>\u00a0Instead of GB Council, the Chief Minister be consulted during posting of IGP and Chief Secretary from Federation.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\u00a0The details have been shared with Pamir Times by Advocate Shahbaz Khan, Vice Chairman of the GB Bar Council, through an email.
