Some suggestions for improving governance and development in Gilgit-Baltistan

As we all know, Gilgit-Baltistan has been bogged down by corruption and terrorism due to inept and ineffective political system, and lack of constitutional identity. In this context, here are some suggestions for betterment of the political system of GB, and its development , here are some suggestions:


1- Provincial Assembly should be empowered . Chief Secretary and other secretaries should be made answerable in true sense.
2- Role of GB council in legislation should be minimized. 
3- In GB council, 7 members out of 13 are from outside of Gilgit-Baltistan which means that GB is in minority in its own Supreme council. Federal government should minimize its representation in GB Council to maximum 3 members, if necessary. Other wise all members of GB council should be from Gilgit-Baltistan.
5- All Profitable departments are under federal government , i.e Tourism , Minerals and natural resources. Islamabad should give their control to GB government so that they will able to manage their expenses on their own.
6- A State setup should be introduced , where exterior ministry, currency and defense will be under Federal Government of Pakistan. Government Should Change the portfolios of Assembly and Council. As govt claims to give self autonomous state, so CM should be replaced by PM and Governor should be Replaced by President.
and Chairman GB council should be named as Chairman GB Senate.
7- GB should be separate from Kashmir Ministry , and it should be directly handled by PM of Pakistan till the resolution of Kashmir Dispute .
Advisers to PM Pakistan from GB senate (Council) will help PM pakistan to look after issues regarding Gilgit-Baltistan.
8- Establishment of New constituencies and districts is necessary to empower people from all parts.
9- All Government employees should be facilitate as they are in Federal capital and other provinces of Pakistan.
10- Corruption and activities that spread terror should not be tolerated by any person or group. Justice should be implemented practically without wasting time.
11- Government should announce percentage profit for Gilgit-Baltistan From Kashgar-Gawadar highway and train trade program.
12- Impartial and unbiased appointments should be taken in all departments to get maximum progress.
13- Government Should cancel all appointment in grade 17 and above that are appointed without FPSC test.
14- Govt should make GB service commission so that dependency on FPSC will be minimize.
15- Division of departments and portfolios on sectarian bases should not be tolerated. Division of Prison, hospitals and other offices should remove so that nation will come out from sectarian mind.
16- Government Should fix budget for making tourist points and their development so that Tourism will flourish in area
17- Govt should start Skill/Professional programs for the youth of Gilgit-Baltistan so that they will add their work for the development of Gilgit-Baltistan.
18- Govt Should take serious the maintenance of KKH and Gilgit-Sikardu Road so that tourist will reach to heaven comfortably.
19- Airports should be All weather and monopoly of PIA should come to an end. Other air service companies should be allowed for their service to Gilgit-Baltistan.
