Chitral, May 14: A building constructed almost 23 years ago int he Shahgram Torko area is in shambles due to government apathy and lack of usage.

The building had been constructed during the government of Shaheed Benazir Bhutto. The Chowkidar, security guard, has not received a single penny for more than two decades.

A local person who calls himself the chowkidar has been waiting for salary for the last 23 years
