Transfers and Appointments galore; GB administration is on the move!

Gilgit, January 20: Several bureaucrats have been transferred to different positions and stations in the Gilgit – Baltistan region. This is a second round of transfers taking place within one month.
According to details, Gr 19 officer, Abdul Qayum, has been appointed Secretary for Science and Technology, Gr 18 officer, Naib Khan, has been appointed Secretary for the department of Agriculture, Fisheries and Animal Husbandry, while Gr 19 officer Abdul Hameed as Secretary Minerals and Mining and Gr 19 officer Dr Nazeem as Provincial Coordinator for Health. Secretary for Power Faisal Zahoor has been directed to take additional charge of the Health Secretary.
According to official circular #So(S)-1-2(39)2010, Khadim Hussain (18) has temporarily been given the charge of Forestry Department and Muhammad Kamal (18) has been directed to take charge of Public Relations, based in Islamabad.
Also, Basharat Hussain (18) has been made the additional Deputy Commissioner of Skardu, Tariq Hussain Additional Deputy Commissioner Diamer, Momin Jan Additional Deputy Commissioner Gilgit and recently promoted officer Mir Waqar Ahmed has been appointed as Secretary for Services and General Administration.
At District level, Babar Bashir has been appointed Assistance Commissioner for Nagar, Abdul Shakoor Assistant Commissioner Khapulu, Lieut (r) Abid Ali Assistant Commissioner Skardu, Capt (r) Ikramul Haq Assistant Commissioner Ishkoman/Punial while Rizwan Qadeer has been appointed Assistant Commissioner for Hunza sub-division.
It is encouraging that local people are getting secretary level positions in good numbers. But still main departments like Health, administration, power are with non-locals. Is there any one (in media or politics) who can highlight the problems facing local govt employees? A person who is non-local is getting 250% more salary as compare to a local one. Because of this , most corrupt and influential ones try their best to come to GB for service. This in results into corrupt administration, no promotion for locals and complexity among local officers.
