Lavish "incentive" package for non-GB domiciled officers in Gilgit-Baltistan

ISLAMABAD: Prime Minister Syed Yusuf Raza Gilani recently approved an Incentive Package for non-GB domiciled officers posted against All Pakistan Unified Grades (APUG) positions with the Government of Gilgit-Baltistan.
Following is the detail of incentives package approved by the Prime Minister on the recommendations of the Establishment and Finance Divisions:-
i)    Posting tenure in Gilgit-Baltistan will be two years from the date of joining and excluding EOL/Foreign Training/Deputation outside the Government of Gilgit-Baltistan.
ii)    On transfer out from Government of Gilgit-Baltistan after completing two years tenure, the officer’s choice for posting in any of the
Provinces/Federal Government will be accorded preference.
iii)    100% increase in pay across the board for non-Gilgit-
Baltistan domiciled officers during posting in Gilgit-Baltistan area.
iv)    Provision of free air ticket (economy class) to the officer and his/her family from Gilgit to all air linked cities of Pakistan four times a year. Un-availed facility on this account would not be carried over to the next financial year.
v)    The above package will also be applicable to APUG Officers already posted in Government of Gilgit-Baltistan.
It has been experienced that APUG Officers are reluctant to serve in Gilgit-Baltistan area due to the distance involved and the harsh service conditions.
In order to meet the deficiency of APUG Officers in Gilgit-Baltistan, the need was felt to introduce an Incentive Package. This package was proposed by the Committee on Transition to Self Governance and Development of Gilgit-Baltistan.
The Federal Government is entrusted with the responsibility to provide services of APUG Officers to the Government of Gilgit-Baltistan against specified numbers of posts to cater for their administrative needs.
The posting of APUG officers to different Provinces/ Regions ensures integration, cohesion and familiarity with local conditions.

  1. Shameful! very shameful! this is a hidden agenda to create rifts. This is a full time Punjabi agenda to snatch our rights. It will create unemployment among the educated youth in GB. Again, this is an agenda to widen the gaps between the people. Please campaign against it. Please condemn it. The consequences are huge and bitter. It comes at a time when the literacy rate is high and the region has many well qualified individuals. We don’t need non-locals who seldom come to their offices and mostly remain in down country and that too with TA/DAs. Speak up before its too late. We need to ask our legislators to bring a resolution against it. It is disastrous.

  2. we all GBIANS really condemns the lavish and rubbish incentive package for none GB domiciled officers. These privileged officers actually summer visitors only are available during summer. This would be extra burden on GB budget resources, already spending its development fund on security issues

    What a shameful action and decision by the Government whom claim from the people and for the people. What about the officers whom are working in down cities due to lack of opportunities and far from their kith and kin. All these decision just to rob the the budget of GB.

    What the non local officers are doing in GB-that is very clear to every kids of GB. Even in the incident of Attabad. The non local officers called for picnic their kith and kin. They used the Halis for visit and touring of their relatives and family. During the incident I twice traveled the area and I have the snaps of 5 days with all the names and details. what the non locals done there. What the non locals has done to open the spillway. what the non locals specially the army people done at the DRY-Port at the time of MUSHARAF. These are just few examples. In spite of all the facts Worthy PM signed the package.

    We still chanting slogan of Pakistan. Such decisions would definitely make the YOUTH of GB frustrate and such fissy decision would spoil the image of PPP in GB .

    We all condemn the package and ask to the Govt. to stop such decisions. We have unanimously demand to bring a resolution by the GB council to stop it.

The person who has announced the special incentive package for non-rsidential government employees in GB is well known to me.I am a founder member of Pakistan Peoples Party and he joined this party in 1980s. He worked as a minister in the cabinet of General Zia-ul- Haq,the versed ruler in the history of kistan.Remained in jail for many years for corruption,now has been awarded as PM.
    I request the people of GB to protest against this announcement in a very peaceful manner.On the other hand we must not indulge in any of the conflicts like KPK & Baluchistan provinces. We need peace & harmony in our region to upgrade our generations in accordance with the modern merriotocratic society of the world.As the world has become a global village and the societies are comming closer to each other for the welfare of the human being!We must keep our hearts open to all so that Allah almighty be gracious to us.
