Zafar Taj and Sibtain Ahmad appointed Commissioners for Diamer and Gilgit divisions, respectively
Gilgit, December 8: Renowned Shina and Urdu poet and civil servant, Zafar Waqar Taj has been appointed as the Commissioner for Diamer division, comprising the districts of Diamer and Astore.
Another local officer, Sibtain Ahmad has been appointed as Commissioner for Gilgit division, comprising the districts of Gilgit, Ghizer and Hunza-Nagar. He has also been given the additional charge of Interior Secretary.
According to official sources, the appointments were made today, three days before the PPP-led coalition government comes to an end in the Gilgit-Baltistan region.
Baltistan division, Skardu and Ghangche districts, already has a commissioner.
Many congratulations to both sons of soil of GB on this marvelous achievement. The Gbians are really proud on you. At the same time all well wisher of GB expect you that you would never compromise on merit as well as on principles of good governance. Prior to this many local officers and political figures have distorted the image of GB by involving in corruption in coordination with few none local professionals. If any local officer commits in corruption he would never be spared in calling him traitor in history of Gb.
Please play your role to support top management (Chief Secretary and his team) to form a reform society by embarking good governance principles in GB.
The following practical steps need to be taken to shift the paradigm:
1. Office routines are not followed. Theoretically it is said the office timing is 8 to 4 but practically it is 10 to 3 that need to be discouraged sternly. A week ago I got chance to visit the office of a DC there I noticed only three people were on seats at 3.pm and more than 15 staff were outside the office in standing position to leave for home. This was because of not having DC in office as he was on a visit outside the office. All staff should be in their seats 8 to 4 whether their supervisor is present or absent. This can be achieved through mentoring of staff or through in placing systems if any staff leave office or reaches lately the deduction should be made he would be compelled to be punctual.
2. Utilization of Resources: All available human as well as material resources are not properly utilized and Govt resources are wasted as it is often said that this is Pakistan or Govt while Government has provided these materials or equipment for public welfare as well its safety should be ensured by all.
3. Application of Good governance principles: transparency, responsiveness, equality, equity, respect of rule of law and honesty should be depicted in all spheres of life and in dealing daily routines of governance.
4. Target setting with all department heads and staff to ensure effectiveness and efficiency of discharging their duties.
5. Close mentoring or monitoring the departments or systems till the internalizing the routines.
6. Empowering and delegating powers to create more leaders not more followers.
7. Zero tolerance for corruption and corrupt elements
