[Candidate Profile 1] Mr. Qurban Jan
Qurban Jan, born on, 14th November 1945 in Gulmit Gojal, Hunza, is among the very few well recognized bureaucrats, highly qualified, known for their honesty and competency, belonging to Hunza, Northern Areas of Pakistan. Mr. Jan has, over the years, put on the stature of an influential and inspiring personality known not only for superior intellectual ability, but also for great management and organization skills. He lives an image of honesty and his life history is defined by fine examples of resilience and fervor coming across severity and challenges of life.
Mr. Jan started his early education in Hunza valley in the mid 50’s and moved on to complete his matriculation certificate from ‘PAF Public School Lower Topa Murree’ in 1963. Mr. Jan was then selected for PAF College. Unfortunately given the law of the time, he was disqualified from becoming a pilot on the grounds that the than ruler of Hunza didn’t consent him to continue his studies and professional dream. It was a time of poverty in the region and high taxes, severe economic conditions, and strict rule of monarchy.
Disheartened and hopeless, but resilient, Mr Jan moved on to get a bachelor’s degree in ‘English Literature’ followed by Master’s degree in ‘Political Science’, from University of Karachi, between 1968- 1972. Being among the first few of the educated people of the region, Mr. Jan’s abilities were put to the test when he was able to pass the Central Superior Services Exams (CSS) , 1975 batch. He was most probably the first person from Hunza to accomplish this success. Since then only a couple of individuals have been able to clear the CSS exams.
It was not only an impressive realization and nobility for the region but became a fine example for the masses to get access to achieve dreams of life through education, hard work, resilience and persistency. Born in a poor family and area that was oblivious of the educational necessity; he put forth an example of possibilities for the masses to follow in his footsteps as well parents to invest in their children’s education. The Hunza state was demolished and the people acquired the right to educate their children without any resistance of inconsiderate laws of the times. Since than Mr. Jan served his homeland, Pakistan as an honest and resilient bureaucrat and has enjoyed a stature and image of respected and valued persona in the society.
After successfully passing CSS exams and trainings he has been working in different quarters of the Government, such as, Assistant Accountant General, Islamabad (1977) Deputy Accountant General, Director Accountant General, Northern Areas of Pakistan (between 1978- 87), Deputy Director Audit of Foreign Services of Pakistan (1987-88) Secretary, Finance ,Planning & 
Development NAs (1990’s) G.M Audit, National Highway Authority, Islamabad (NHA) 1998-2003, and Secretary Health & Local Government (2003- 2005) until his retirement in November 2005. He also worked as the Treasurer of Karakoram International University for a year (2006-07).
Mr. Jan is well aware of the bitter reality of poverty and the hard work that earned him the self-made respect, reputation and name in the social circles. Along with the government services, Mr. Jan has been serving the community, working as the honorary Chairman of, The Aga Khan Education, Gilgit from 1979-84, Member of Ismaili National Council 1989-95, member AKRSP Board 1997-2002, Member Silver Jubilee Development Authority since 1984 to the present.
During his times as a student at Karachi University, Mr. Jan moreover was a student & social activist spreading awareness regarding the importance of education for people of Hunza in particular and NAs in general, seeking the rights of the people of Hunza to be given the freedom and access to education and work of their choice. He organized student led committees in Karachi in mid 60’s, serving as secretary general of the Tehreek-e-Azadi Hunza – Nagar, in the companionship of people like Mir Baz Khan, Gul Muhammad, among others. Mr. Jan’s life is filled with instances of hard times, hard work, strong 
moral aptitudes, grievance, living & experience of utter poverty and strong conviction to development of the homeland.
Mr. Jan holds a great deal of working experience, of diverse proportions, from bureaucracy to social work and serving the community. Some of the major development programs in Hunza where people are aware of his contributions and efforts for the Shimshal valley road and the newly built hospital in Gulmit in 2005. There are many more such examples.
Mr. Jan holds liberal and modern views with regards to social and political facets, is articulate, transcends the generational gap & attitude. Holds a great deal of experience, has proven leadership skills over the decades working on issues of health, education, finance and other thematic areas of development, and hopefully can benefit the masses with his knowledge and skills in the future.
It gives me immense pleasure and pride to be associated with Mr Qurban Jan, as a member of the large family. His ability is not hidden from any one and the number of votes castled for him, on the Pamir Times, is the true evidence of his personality and influence. He is the best manager of his work and will come forward and again we are expecting more service form him because we still lack leadership. I hope he will come with change….

I am glad to know that Mr. Qurban Jan is interested in politics and has decided to be a contestant in the coming elections. However, here I must mention that serving public as politician is harder than serving government as a bureaucrat. There is a big difference between begging and granting. I have a problem that I always say the truth. Some supporters will be more enthusiastic and will comment like “oh there is no problem for Mr. Jan to contest the election”, but I say that it will be more difficult for Mr. Jan to contest the election. This is my perception that getting vote from his home town will be harder than getting vote from the other areas. I wish him all the best with my moral and social support.

It would be pre-mature to comment on his decision to join politics but one thing is very clear that people want change. I would also agree with Qayyum bhai and Abdul Waheed but let me also share that the trend is going to be change and we must appreciate and encourage Professionals like scholars, bureaucrats and technocrats to enter into politics and get succeed.
Trends of politics does not remain static, its dynamics are changed with the passage of time and is affected by various factors.

I do agree all that I cut and pasted few paragraphs of the writer that, really impress me due to its very relevancy to Mr. Qurban Jan personality & fact based writing. There is not a single line that the writer has exaggerated- the statements are crystal clear reflection of the person. But all the qualities described are very ire-relevant and the relationship not matched to our existing society& country norms. I do agree on the leader ship quality and norms and values of the writer- but for us and for our country still it needs a 100 years to value all those norms written by the writer.
I do agree, He is the only personality- who can lead the HUNZUKUTS, being with all the leader ship qualities the writer has already written. Nicely epic description of the person. The entire story which is mentioned is about the life gain and achievement of the person. He was also member of the community set ups in Gilgit, the domain of the powerful and influential’s.
But election as mentioned by Waheed , is not to be accountable to a single boss but it is to be able to come up with the expectation of thousand , who are not bosses but poor and need. It is the experiences of the feeling of need and oppressed, the right-less.
To serve for one boss with personal gain, involvement and professionalism, is much easier then to serve thousand. It is specially difficult for the ex-government man who spent all his life defending the government policies , well will he be brave enough to go out of the book.
But he his in comparison much much much better then the others .

Everyone has written many good stuff about Qurban Jan. He was the first CSS qualifed govrnment official from Hunza but
1. What did he do for Gojal until his retirement ?
2. How much he was socialising with people. If some one was dieing even in Gulmit – he never went for condolence
3. When some one was visiting his office – he was calling names and passing comments. Hence most of us were scared to visit him. We never felt easy to visit him and get his suggestion regarding future career plans. Once he told me to go and grow potato in Gojal rather than going to for higher studies. Even if he was joking – i never expected such comments from a very influenical government officer. His tongue should have reflected his mentality.
I would personally advise him to stay away from politics – the way he was isolated from his people for more than 30 years.
I totally agree with Mr, Mastuj. Ofcourse Mr, Qurban Jan is the first one by getting CSS. Any body can tell us that what he done for the area. He was the secratary of Finance, Health, LG&RD,& DAG AGPR the most powerful position. how many people take benifit from him. Yes he do but only in GOZZ he appointed some Guards in tehsil from his close faimly. He is now changed and he become polite because he had no powers. I remember his remark when he was Guest at sereena hotel for the gathering of WATTCA.

I visited only once in his office and dejected but this my personel matter could not mix with public intrest, public intrest is greater then personel. avoid doining this.

Building a political career is a dream of every political or a social activist. They go through tough life and scarify to reach to their destination. They use all possible efforts to build their future as a leader. This lengthy process affects even their families for decades.
In the scenario of Gojal politics 2009, at the first end we are having a pronounced leader and at the other end the politics is taking its last breath. The dreams of all political leaders are sinking in a deep sea. Because after enjoying the best incentives, facilities and power of the Government of Pakistan for more than 30 years, the man with no objection certificate has uploaded his unique profile to serve the nation. No doubt, his entire professional career is source of inspiration for all of us, he may be the most influential, and he may have best leadership skills and more………..
At the moment for us Mr. Qurban Jan is the best, and after him there are 4 more bureaucrats who are waiting to enjoy this position soon after their retirement. They are in full support of Mr. Qurban in corporation to support each other in the future as well. If this is the situation then what about the poor politicians who have served the area people for decades and are waiting that once there will be a separate seat for Gojal and they will enjoy the fruit of their hardship.
Consequently there will be no charm in politics and none of the educated persons will take interest in politics in the future.

Its not something personal. It is fact,everyone in Gojal knows about this. When he was on job, he never hanged out with his own people. He developed friendships with people like Tikidar Baig etc and prefered them over wakhis. When some one from Gojal was visiting him, he was calling names or passing inferior and personal statements. Today, when he is retired, now has started thinking about gojalis.
People of Gojal should think about his from now. If some one has not done for Gojal in 30 years – what will he do now?. It is another tactic of enjoying his power

In our world where tribal affiliations, ethnic and linguistic bonds are increasingly becoming important factors in the formation of identity and tradition we need someone who is a force for unity. Divided already along sectarian and factional issues the people of Giligit-Baltistan cannot afford to loose their sense of a common purpose, objective and destiny. In unity we would emerge stronger, forceful and potent. In unity we will be able to leverage our power and weight in achieving our long-suppressed rights of political participation, governance and economic self-management. A lot is on stake for unity; and fragmentation will only weaken our desire to challenge the bigger powers that have kept us in complete ignorance for the last six decades. While it is completely understood and fair to say that political differences are good based on ideological positions, and around questions of policy to address our real issues but disliking or rejecting somebody based on his ethnic, linguistic and sectarian affiliation is not a healthy sign. Detracting us from real issues and embroiling us in petty issues is a powerful instrument in the hands of our enemies. We need to understand what is good for us rather than leave it to others who would try to exploit all the factors to achieve their desired objectives of keeping us-the people of Gilgit-Baltistan- in political hibernation. On this occasion let me say that Ghazani who has been tested time and again, and he is not going to be useful to generate a momentum and ride the wave of change and ring the alarm bell in the corridors of power in Islamabad.
For the last three decades of our so called democracy in Hunza Mir Ghazanfar has been voted to power for the 80% of time with Waziir Bek and Nazir Sabir sharing the rest of the pie. Through his manipulative policies, his carefully crafted election campaigns, deployment of government resources, threats and temporary inducements to the people Mir has always been able to consolidate his grip on power in Hunza. Over the last three decades of his ‘rule’ has been very frustrating. Nothing achieved except rise in his own profile as the Mir of Hunza and popularity in the governing establishment of Pakistan. The electorate of Hunza today need to ask a very basic question: do we want the next two decades of our political future look like the last two when no sizeable initiatives were undertaken by the government.
In our forthcoming elections in Hunza, a person like Qurban Jan, someone who has a track record of successful government services which is not tainted by corruption, dishonesty, prejudice, and partiality is a welcome sing. I am not sure if he has put forward his name to contest elections in October 09 but if he has the intention to do so then I will certainly support his candidacy.
My only concern for Qurban Jan would be his policy position vis-à-vis the constitutional status of GB. Serving in the government for all of his career, and cultivating relationships with Pakistani bureaucracy I wonder what he thinks of the status of Gilgit-Baltistan. On these pages and elsewhere I have never come across so far Qurban Jan’s opinions, ideas and expectations for Hunza, and for Gilgit-Baltistan. I suggest that PT should either interview him or elicit some sort of response-for example a statement- so that we could engage in a proper debate dissecting his policies, and in the process forming a proper informed judgement. Without knowing of Qurban Jan’s ideas I think any discussion around his candidacy is a like drawing lines in the Arabian sand.

I think what the people of Hunza need is new leadership. Don’t vote for those who have not come upto your expectation. I belong to Ishkoman and work in Islamabad. Qurban Jan has been a friend of mine for a long time and I am happy to know that he is intending to enter the treacherous field of GB politics.As a friend I wish him good luck. He is an honest person.
Our political history is not so rich when we see the past 40 years and specially after 1974 when people were allowed to take part in politics after the abolition of the state of Hunza by the first democratic government of Shaheed Zulfiqar Ali Bhutto.
This was in fact a result of a peaceful movement originally started for economic and social welfare of the oppressed people of Hunza ( Shinaki and Gojal) who were bearing the burden of taxes while the people of central Hunza were spared apparently on ethnic grounds (protected by the Wazirs and other close aids of Mirs).
People of Hunza were denied the basic human rights of getting education, taking part in politics, and demand for social welfare in return for the taxes they were paying in many forms (material, human labor, honor and God knows what else). When the state was abolished and the government established its offices and systems naturally those elements who were obliged by the Mirs were the only available options to fill in the jobs and tasks in the new system, so a very little change was there for the people.
There were a very few educated people from Gojal and Shinaki whom the close aids of Mirs did not approve and liked for the reason that they had taken part in the movement which resulted in toppling of their masters (Mirs).
The political vacuum remained unfilled because of the remains of the Mirs who took their new roles in the new system never allowed to prosper new and indigenous political leadership to emerge by largely rigging the local polls using their influences and taking the benefit of absence of the educated youth (who were away from the scene busy with their education and others being government servants.
I still remember my early days as a student when people loyal to the Mirs who were obliged by Mirs by appointing them in different positions such as teachers and other community and Jamaati positions, were misusing their positions and by miss leading the people and propagating with most dirty language against Uncle Qurban Jan, Late Gul Mohammad, Uncle Mutabiat Shah, Uncle Karim Khan, and other political activists of Gulmit who took part in the movement of 1957-1974
These guys were so successful in their mission that they had literally isolated people like Uncle Qurban Jan, Late Gul Mohammad and Uncle Mutabiat having jobs with decent authorities excluded from public gatherings during festivals and other cultural events in the Gulmit, while the other heroes were disgraced and victimized by the elements and agents of Mirs.
I have gone through many comments and I can still feet the words of some personal and political affiliations. I have personally admired him as my role model during my educational and professional career. He has lived a very decent and honest life and I believe that no one is perfect in this world, and he may have committed mistakes during his 30 years long career as a government servant, Jamaati leader, and as a social worker.

This is in response to the profile of Mr Qurban Jan you have carried on Pamir Times blog. His personal achievements for advancement in life are, indeed, commendable and could be a source of inspiration for the youngsters, but the write up as a whole is an exaggerated eulogy that reads like a newspaper advertisement. But we cannot object to advertisement and publicity as these are the bread and butter of media industry. However it is the distortion and supression of facts in such publicity materials that needs to be exposed and corrected in public interest.
We tend to project personal achievements of some people out of proportion and ignore their blunders and weaknesses which has promoted the culture of sycophancy and hypocrisy in our society. That’s why this `darbari culture’ forced scholars like Ghulam Ali Shah to leave his native area (Moorkhon) and settle in Afghanistan. This hypocrisy and darbari culture tormented scholars like Sultan Khan and degraded him.
Despite the fact that the Mir of Hunza did not give his consent or reference letter to Qurban Jan to join PAF, throughout his bureaucratic career, he remained closer to and helped Ghazanfar Ali and his family. If as a government officer he initiated some projects, it was his duty. He was being paid for that.
Perversion and distortion of historical facts ruins societies and nations. Our younger generation is in a state of confusion as there exists no authentic record about the historical events, the different phases our society has passed through, especially the 1930s revolt of Wakhi people against the oppression and exploitation of the Mirs of Hunza and their cronies, and the 1957-74 movement for abolition of Hunza State as a result of which our society got independence from the stranglehold of Mirs. The credit for the progress we have made in socio-economic sectors today should be given to the political and social movements.
About the role of some individuals in the political struggle, I would like to straighten the historical facts that late Gul Mohammad and his comrades — Ghulam Mohammad (Passu), Karim Khan (Gulmit), Ibrahim Baig and Dinar (Chupursan) and many others who are not among us today — were the pioneers to spearhead the epic struggle against the Mir of Hunza in 1957. Some of them were arrested and kept in Mir Jamal Khan’s personal jail. Special mention is to be made of the arrest and harassment of Gul Mohammad, Ghulam Mohammad and Karim Khan. Ghulam Mohammad was kept in the dungeon of Baltit Fort for over three months. He was again arrested in 1972, expelled from Hunza and kept in City Thana Gilgit in 1972.
These unsung heroes suffered financially, mentally and socially. They are still committed to their ideology and suffering immensely but never got any benefit or job from the PPP governments and never compromised on their principled stand.

Our people cannot make any progress unless we tell the facts as they exist. There is a need for an independent research on history from the people’s perspective, not of rulers. Our young historians should also be mindful that history is not just recording past events. Their real work is to analyse the events and interpret ancient civilisations to correct past mistakes and move forward in the right direction.
It is also unethical to influence public opinion when the government has not yet announced the election schedule.
Instead of personal projection, we should present the election manifesto of the intending candidates before the public and let them decide who they want to vote for and who should lead us.
