GB Council asks FBR to depute Revenue Officers in Gilgit-Baltistan
ISLAMABAD: Gilgit-Baltistan Council and has requested the Federal Board of Revenue (FBR) to depute Inland Revenue Officers for establishment of a full-fledged Income Tax Department at Gilgit-Baltistan.
Sources told Business Recorder here on Monday that Azad Jammu & Kashmir Council has also asked the FBR to depute IR officials at the AJK. The Gilgit-Baltistan government has, reportedly, decided to impose income tax in the region. The income tax is being imposed through the Gilgit-Baltistan Council, which is a non-elected body comprising of people from Gilgit-Baltistan and other parts of the country.
According to a letter of FBR to officers of IRS, Gilgit-Baltistan Council Secretariat requires the services of officers of Inland Revenue Service of BS-17 to BS-20 and officials on deputation basis for posting in Income Tax Department at Gilgit-Baltistan. Interested officers/ officials may send their options through proper channel to this office by January 10, 2013.
The FBR has already assisted the Gilgit-Baltistan Council Board of Revenue in drafting of the new bill for imposition of income tax on certain categories of persons including corporate sector of Gilgit-Baltistan (GB), 35 percent corporate tax on GB-based companies and sharing of customs duty between the FBR and the GB on the clearance of Chinese goods from the Sust Dry Port.

GBLA Council! First seek our representation in the superior legislative body of Pakistan instead of requesting a revenue officer. What a shameful and scornful act…You cannot impose tax on us, You have no legal, constitutional and moral cover to do so….first of all you must know that ….taxation without representation is against International law and norm….if you think that the rule of Jungle will prevail then…the people of GB must resist this shameful act…

Many congratulations to you on accomplishing the duration of 3 years of self governance on behalf of GBIANS with the following questions.
1. Do we meet the criteria of self governance and good governance in perspective of given definition?
Governance can be seen as the exercise of economic, political
and administrative authority to manage a country’s affairs at all levels. It comprises the
mechanisms, processes and institutions through which citizens and groups articulate their
interests, exercise their legal rights, meet their obligations and mediate their differences.
Good governance is, among other things, participatory, transparent and accountable. It is
also effective and equitable, and it promotes the rule of law. It ensures that political,
social and economic priorities are based on broad consensus in society and that the voices
of the poorest and the most vulnerable are heard in decision- making over the allocation of development resources.
2. If yes please publish the achievements of development programmes and projects completed in GB by to date. If not than analyze yourself why you could not meet the criteria of governance and good governance. To what extent you can guarantee and ensure the service delivery to a common man. Please share with GBIANS for feed back.
3. It was noticed that respected speaker has remarked in daily news to day that the GB Govt had to pay 15 billion amounts as subsidy of wheat. This is really amazing for us that from one side every GBIAN is not receiving his due share that is 14 kg per person per month ( Sources from home secretary office) and from the other side GB is default in paying subsidy amount. A common man did not get his due share that was kindly granted by federal govt to GB.
4. The deputy speaker GB has also remarked today in daily news that N league will take 100 years to compete with PPP in GB. Being a social activist and moderator regardless of party I am not convinced with these remarks. Reality is reality. What significant developments or facilities are visible to say this word and convince the common man? It does not justify.
5. The GBIANS relies on practicality not on verbal statements or claims. They appreciate and recognize those parties or individuals as leaders who have shown practically development in GB.
– People of GB appreciate and recognize the dynamic leadership of zulfiqar Ali Bhutto and shaheed benazir Bhutto on their self less services for democracy and eliminating FCR.
– People of GB appreciate and recognize the efforts of Pervaz Musharaf in developing the GB through mega projects and spreading record development net work programmes.
– People of GB also appreciates and recognizing the efforts of Nawaz sharif and shehbaz sharif for helping GB in the hour of trouble and granting professional seats in Punjab and helping the GB students in fee and educational equipments.
All these are realities no body deny its importance. The GBians want to see a corruption free leadership and welfare Government whether it is PPP, PMLN, PMLA ,MQM or TI.
Yousuf Numberdar has remarked that the past three years are the golden period of PPP, It means he is fully satisfied with his record progress. Numberdar sab why do you not listen the voice of a common man who is saying:
-Merit is dishonored. Middle pass teachers are recruited. Jobs are auctioned through agents whether these are officials or leaders or workers. Pressure is mounted by party workers. MOUs are signed on payments. Cheques are released on payments.
– Institutions are without resources and a service to community is not delivered properly.
-No proper transparent mechanism of staffing is in place. Favourite people having affiliations with region or party or amount or leadership or management are appointed. Consequently over burden to Govt. resources and result is treasury without any penny.
-Basic human rights ( food, water, health, education ) are violated openly.
– Without given constitutional right to GB the rumor of tax imposing is going on. Ok resource generation is a good sign for area development but the question is to what extent we are utilizing the available Government resources whether these are human or material.
There is always room for improvement. No body can say that my party or Govt. is perfect. Perfection essence is only God. Here I am trying to present realities of society or reflect the perceptions of people for improving in our daily routines whether those relate with leadership or common people.
In this time people have great expectations with leadership and management for living peacefully and respectfully in GB.
The chief secretary and his team are trying his best to improve and streamline the systems that is good sign for GB to make us conscious and accountable in our routines.
All Gbians and social Forums convey their best wishes and congratulate to Chief secretary and Shahidullah baig on their promotion in grade 22 with hope to work more for GB and beloved country as well
CM sab ! It is good sign that you have started to work more with senior management and leadership by the last quarter of 2012. i.e monitoring the projects personally and setting targets with seniors to achieve desire targets og organizations etc.
Please keep it up and work more for peace and integration of GB to make it a prosper province.
